Meetings

In accordance with North Carolina General Statute 143-318.12, a schedule of regular meetings shall be filed with the Town Clerk to the Town Council.  

Regular Town Council Meetings are held on the 2nd and 4th Tuesday of each month unless otherwise noted at Town Hall.   

Regular Town Council Work Sessions are held on the 3rd Tuesday of each month unless otherwise noted at Town Hall.  

All other meetings are held at Town Hall unless otherwise noted below. 

The Apex Town Hall is located at 73 Hunter Street in Apex North Carolina

Each regular meeting agenda includes an opportunity for the public to address the Council.

Agendas & Minutes

Agendas for Town Council meetings are prepared for each scheduled meeting by the Town Clerk and generally posted by Thursday 5 pm preceding the scheduled meeting. If you wish to be placed on the printed agenda to address the Town Council, contact the Town Clerk by Tuesday noon preceding the scheduled meeting. Minutes of the meetings are available in the Town Clerk’s Office after approval by the Town Council, and can be viewed by appointment. Please contact the Office of the Town Clerk at (919) 249-3303. Election Method and Council Composition 

The Apex Town Council consists of the Mayor and five Council Members. Each member is elected to a four-year term by Apex voters. Elections are held in odd years, and are staggered, so that only half of the Council is on the ballot during an election. 

In Apex, all members of the Town Council are elected at-large. Every voter completes a ballot that lists all candidates, selecting their top three choices for councilmembers. As a result, the top three vote-earners are appointed to the Council. This is a little different in years when the Mayor is elected - voters would select one candidate for Mayor, and their top two candidates for council members.   

(Note: An at-large election is the opposite of a district-based election, in which members are elected from geographic districts of town. A district member must reside in the district they represent, and only residents of the district may vote for that district’s member.)

Role of Council

The Council is the legislative governing body for Apex and formulates policies and is the final authority on Town matters.  The Council establishes general Town policies; appoints the Town Manager, Town Attorney, and Town Clerk, and members of boards, committees, and commissions; enacts ordinances, resolutions, and orders; approves the overall Town Strategic Plan, Annual Operating Budget, and Capital Investment Plan, and authorizes contracts and agreements on the Town's behalf.  Additionally, members of Council are elected to represents Apex residents and works to establish policies that are responsive to residents’ needs and wishes, and that affect the overall operation of the community as a whole.

Council members and residents count on the manager and their staff to provide complete and objective information about local operations, discuss the pros and cons of alternatives, and offer an assessment of the long-term consequences of their decisions.

Council-Manager Form of Government

In Apex’s council-manager form of government, voters elect the Town Council which appoints the Town Manager to run the operations of the organization. The Town Manager role includes managing the budget, overseeing personnel (not including departments directly supervised by the Council), and making recommendations to council.

The council-manager format is similar to the organization of a business corporation: voters (stockholders) elect the council (board of directors), including the mayor (chairman of the board), which, in turn:

  • Appoints the manager (chief administrative officer - operations), 
  • Appoints the attorney (general counsel),  
  • Appoints the clerk (government relations and administrative process).
