Language Access Plan
Through the town's strategic goal of “A Welcoming Community”, we want all residents to feel confident in connecting with their town services. Sometimes, this means breaking down a language barrier.
The Process
Throughout 2023, the DEI team will lead an effort to develop a Language Access Plan (LAP). This plan would outline ways to better serve our community members with limited ability to speak, understand, read, or write in English.
The Town of Apex is currently participating in the Institute for the Study of the Americas’ Local Government Language Access Collaborative. Through the program, we hope to accomplish the following:
- Look at data about which specific languages other than English are most frequently used by Apex residents
- Assess current efforts by town staff to communicate in those languages
- Identify ways to improve or enhance communication to languages other than English
- Draft a plan that prioritizes these improvements

The Language Access Planning (LAP) process has been beneficial for the Town of Apex, thanks to our collaboration with Fiesta Cristiana. This partnership has allowed us to strategically identify languages for translation and interpretation, and also discover ways to make our community efforts more effective. As a united team, we're looking at potential gaps and growth opportunities in response to Apex's changing demographics.
Over the summer, we conducted an internal assessment of our language capacity. This assessment highlighted the languages that various Town departments frequently interact with (apart from English). Spanish, Hindi, Chinese, and Russian have emerged as the most common languages in these interactions, while Vietnamese and Mandarin are occasionally used. This internal assessment is part of a larger analysis aimed at understanding current language needs and integrating them into the LAP.
Our exploration has also shown that translation alone isn't enough. After discussing with Fiesta Cristiana and the community, it's clear that addressing language barriers should go hand-in-hand with community building and engagement strategies. Ensuring information availability and access in preferred languages is crucial. During this process, we've noticed that both language and technology can pose barriers within the community.
We look forward to the next step in this journey, as we work towards the creation of the plan document early next year!

El proceso de Planificación de Acceso Lingüístico (LAP) ha sido de mucho beneficio para la ciudad de Apex , gracias a nuestra colaboración con Fiesta Cristiana. Esta asociación nos ha permitido identificar estratégicamente idiomas para traducción e interpretación, y también descubrir formas de hacer que nuestros esfuerzos comunitarios sean más efectivos. Como equipo unido, estamos analizando posibles brechas y oportunidades de crecimiento en respuesta a los cambios demográficos de Apex.
Durante el verano, realizamos una evaluación interna de nuestra capacidad lingüística. Esta evaluación destacó los idiomas con los que interactúan frecuentemente varios departamentos de la ciudad (aparte del inglés). El español, el hindi, el chino y el ruso se han convertido en los idiomas más comunes en estas interacciones, mientras que ocasionalmente se utilizan el vietnamita y el mandarín. Esta evaluación interna es parte de un análisis más amplio destinado a comprender las necesidades lingüísticas actuales e integrarlas en el LAP.
Nuestra exploración también ha demostrado que la traducción por sí sola no es suficiente. Después de discutir con Fiesta Cristiana y la comunidad, queda claro que abordar las barreras del idioma debe ir de la mano con estrategias de participación y desarrollo comunitario. Es fundamental garantizar la disponibilidad y el acceso a la información en los idiomas preferidos. Durante este proceso, hemos notado que tanto el idioma como la tecnología pueden plantear barreras dentro de la comunidad¡
