2025 Housing Plan Update
In collaboration with CommunityScale, Inc., the 2021 Affordable Housing Plan was refreshed to reflect current housing data and market trends. The Housing Plan Update is a policy framework intended to guide our community’s evolving housing needs and strategies.

The Housing Plan Update builds on the framework established in the 2021 Affordable Housing Plan which included recommendations – many of which have already been implemented. These accomplishments include:
- Building the Town’s capacity by hiring Housing staff and creating a Housing Advisory Board
- Advancing advocacy and public education through completing annual housing reports and launching housing dashboards
- Implementing programs and policies such as the Affordable Housing Incentive Zoning Policy, the Apex Cares housing rehabilitation program, providing gap financing to housing tax credit programs, and acquiring land.
The Housing Plan Update was shaped by community input and informed by detailed market analysis. On June 10, 2025, Town Council unanimously adopted the updated plan.

2021 Affordable Housing Plan
In 2021, Town Council adopted the Town of Apex Affordable Housing Plan to establish a vision, set goals, and develop long-term housing affordability goals. The plan was developed with public input, the guidance of a robust Steering Committee, and with HR&A Advisors, Inc.
The goals of the 2021 Affordable Housing Plan were to:
- Welcome, attract, and retain a diverse population.
- Meet the housing needs of a diverse population, including providing housing that is affordable to people with moderate and low incomes and of different age groups.
- Connect affordable housing development with transit service, transportation infrastructure, and amenities.
- Partner regionally to meet the housing needs of vulnerable populations.
- Raise community awareness of affordable housing needs, solutions, and broader impacts.
